Just purchased F$ and when i try to exchange them its comingup as $0. Checked Paypal and it said the transaction was completed:

I just sent a reply to the PM you sent me.  Please send this information to our Site Admnistrator, lbjedward.  Let me know if you need more assistance if you have not heard back, or the transaction hasn't completed, within 24 hours.  I was unable to access the site for a while tonight, so maybe they were doing maintenance, which caused the problem.
